With paging, every memory access needs an extra trip to the page table, which roughly halves speed. The TLB is a small, fast cache of recent page-to-frame translations that skips that trip most of the time. Use it in effective access time numericals given a hit ratio. On a miss you pay the TLB lookup and two memory accesses, a detail many students drop.
