Programs hang, leak memory or need a clean restart, and you need a way to find them and tell them to stop. Processes have IDs, and signals are how you ask one to shut down politely or force it. Reach for ps and kill when an app is stuck or a port is held by an old copy. Start with plain kill (SIGTERM) and use kill -9 only as a last resort, since it skips all cleanup.
