The first question in any outage is whether the machine is reachable at all. ping checks that the host answers at the IP level, and traceroute shows where along the path packets stop or slow down. Use them when a host seems unreachable or latency jumps. A working ping says nothing about ports, and many clouds block ICMP, so test the port with nc or curl too.
