Routers need routing tables, and writing every route by hand does not scale or react when a link fails. Routing protocols let routers share what they know and pick paths automatically. Inside one organisation you use an interior protocol like OSPF, while between ISPs BGP chooses paths by policy. Do not confuse routing, which builds the table, with forwarding, which looks up the table for each packet.
