A process cannot always run: it may be waiting for the CPU, or waiting for a disk read to finish. The state model (new, ready, running, waiting, terminated) is how the OS keeps track of which is which. Use it to answer questions about what happens when a process does I/O or gets interrupted by the timer. The usual mistake is moving a process straight from waiting to running; it goes back to ready and waits to be dispatched.
