On a shared system no user should wait for someone else's long job to finish before seeing a response. Round Robin gives every process a fixed time quantum in turn, so everyone makes progress. It suits time-sharing and interactive systems where fairness matters more than the lowest average waiting time. Pick the quantum with care: too small and context switches eat the CPU, too large and it behaves like FCFS.
