A state file on one laptop cannot be shared, and two people applying at the same time can corrupt it. A remote backend like S3, Azure Blob or GCS keeps state in one safe place, and locking makes a second apply wait instead of overwriting. Local state is fine only for solo experiments, and the state bucket needs versioning and encryption since it may hold secrets. Expect "Two engineers apply at once, what protects you?"
