Before TCP can promise reliable delivery, both sides must agree that the connection exists and on the starting sequence numbers. The SYN, SYN-ACK, ACK exchange does this, and it costs one round trip before any data flows. It explains why opening many new connections is slow and why apps reuse connections. UDP has no handshake, and TLS adds its own handshake on top of TCP, so do not merge the two.
